Draw the outline

Cut along the outline and cutout as shown as

Take a stick and insert  the cutout in the sharp side of the stick.

Insert the yellow pipe cleaner in the sharp edge of the stick.

Take a green pipe cleaner wrap the bottom of the stick as shown as.
